So I have a weird situation, I am dual booting Ubuntu and Windows. Bitwig Studio in Windows is for some reason cannot connect to the package manager whatsoever (I've allowed Bitwig through the firewall) and thus I cannot download any packages. Under Ubuntu however, I am able to download packages, so I have downloaded/installed them onto an external hard drive. Can I just have Bitwig use this hard drive as the source media to install those packages? If not is there any advice on how to make Bitwig be able to retrieve the online packages?

In Bitwig, try going to the packages setting and find the sub-section labeled "Source/Destination" Then in the drop down for "Source" choose the option "Choose location..." - see if that allows you to access the directory you saved the packages to on your external drive.
