Is there anyway to put an fx on a single specific sample besides using the sampler? i.e. If I dragged a sample onto the arrangement view or a slot in the mixing view can I put an effect on that specific sample?

There is no FX per clip (I guess what you call "sample" is an audio clip) at the time of writing. FX chains affect a whole track.

So in your case, you will have to dedicate a specific tracks for the sample with various FX.

On a side note, if you need to have a clean overview of your project and you don't want to manage many tracks, then you can bounce the clips with audio FX and gather the bounced clips on one track. Or group tracks. Or deal with multiple projects.
