Pardon me if the answer is somewhere on the site, but I've searched and either haven't found it, or didn't know what I was looking for.

My friend, who has studied music engineering an extent, casually told me I should "watch my meters pre limter" and listen "post-limiter"...and I'm not sure how to accomplish this.

I can place the limter tool in the device chain on my master, but from what I understand that would not give me what I'm looking for.

any suggestions, or thoughts about his advise?

I think I found a way, thanks to a friend. I placed a spectrum analyzer before the limiter in my device chain, seems obvious after I did it.
